Hualien City is small, and the right base depends mostly on how you'll get around. This is practical advice, not an official ranking: we found no official guide comparing areas.
Near Hualien Station
Best for a short trip by train. The Taroko shuttle leaves from the bus station next door, the trains are on your doorstep, and car and scooter rentals cluster here. It is a taxi ride to the night market and the old downtown.
Downtown, toward the sea
Best for food and evenings. The famous wonton and bun shops, the railway park and Dongdamen Night Market are within walking distance of each other. Taxis to the station are quick.
Qixingtan and the coast
For sunrise over the Pacific and quiet nights. You'll want a car, a scooter or taxis; the shuttle passes by during the day. → Qixingtan
Xincheng and Taroko
For an early start in the gorge, inside the Highway 8 time windows. Xincheng Station is nearby. Evenings are very quiet.
Good to know: Hualien County runs a hotel subsidy for travelers staying two weekday nights or more, but only for holders of a Taiwan national ID card. Foreign visitors are not eligible, and bookings through online travel agencies don't qualify.
